Not as clear this year (http://thehill.com/editorials/not-as-clear-this-year-2008-01-15.html) The Hill Editorial, 01/15/08

After Democrats won control of Congress in 2006, their agenda for 2007 was unmistakable. It would start with taking steps to try to end the war in Iraq as well as tackling the items on their Six in 06 campaign pledge.

But the plan for the second session of the 110th Congress is unclear. The economy is expected to play a leading role on Capitol Hill this year, while Iraq will take more of a back seat. Democrats are well aware that they do not have the votes to make significant changes to Iraq policy and believe they can attract enough support to enact some sort of an economic stimulus package.

Yet there is much uncertainty in what will be in that bill, especially with a White House that will undoubtedly want something different.

Democrats have made some progress on their Six in 06 agenda, enacting bills on lobbying reform, student loans and the minimum wage. However, stem cell and Medicare prescription drug negotiation legislation has been and will continue to be blocked by President Bushs veto power. Those bills, Democrats predict, will be made law in 2009, when they hope to have control of the executive and legislative branches.

There is no shortage of bills to address in coming months, some of which were not completed last year, such as the farm measure, patent reform and reauthorization of the Foreign Intelligence Surveillance Act.

Democratic appropriators, meanwhile, are expected to have more time to focus on their spending bills earlier this year because they will not be burdened by the need to finish leftover budget measures from the previous Republican regime. Still, losing the spending showdown with Bush in December limits their leverage in 2008.

In order to build on their majority, Democrats must combat GOP claims that this is a do-nothing Congress. They are expected to discuss that at an upcoming retreat, as well as fine-tune what their 2008 agenda will be.

It is unlikely that the tensions between House and Senate Democrats, which have flared in recent months, will continue to mount. A cohesive message in 2008, as in all election years, is vital to winning in November.

Republicans in Washington privately acknowledge that Democrats are likely to control both houses of Congress next year. But the dismally low approval ratings for Congress have gotten the attention of Democratic leaders, who know they must produce in 2008.

If things go right for Democrats this year, they will be talking about bold ideas in 2009 with a Democrat in the White House and at least a handful of new Democratic senators. But there are many hurdles for them to clear to get to that point.

Polls Aside, Bush Ends Year With Victories (http://online.wsj.com/article/SB119819850269643697.html) By John D. McKinnon | Wall Street Journal, Dec 21, 2007

WASHINGTON -- President Bush is ending the year with the approval of just one in three voters, according to the Wall Street Journal/NBC poll, but he is enjoying a string of legislative successes in Congress, on matters from Iraq-war funding and the federal budget to energy policy, tax increases and mortgage relief.

Bush aides believe they benefited from overreaching by Democrats flush with their 2006 election victory. The White House began the year by laying out relatively modest goals on issues like energy and federal spending. They clung to those goals, even as some Republicans in Congress wavered. White House officials wagered that voters care about concrete results and ultimately would blame Congress, not the White House, if results failed to appear. That made their hard-line negotiating more effective as the year wore on.

Democrats became more eager to reach accords on issues such as energy after the Thanksgiving break, administration officials said. Meanwhile, with each victory -- on war funding, on foreign- intelligence wiretapping and on the proposed expansion of a children's health-insurance program -- Republicans on Capitol Hill gained more confidence.

"I leave the year feeling good about our capacity to get some important things done," Mr. Bush said yesterday at a news conference.

Meeting with reporters this week, Speaker Nancy Pelosi said Democrats might have raised expectations too high in their attempts to cut off Iraq-war funding. Some top Democrats said they were surprised Mr. Bush refused to cave in and negotiate a deal on children's health.

Democrats rejected comparisons with the Republican Congress of 1995, which famously overreached in its clashes with the Clinton administration. Democrats also dismissed the White House view that Mr. Bush's determination helped congressional Republicans regain their political footing.

"Here's the problem: When people say they want a change, the reference point is from George Bush," said Rep. Rahm Emanuel, the House Democratic caucus chairman and a top party strategist. "And now the Republicans have decided to get closer in the photo [to] George Bush. I will pay their cab fare every day for them to go to the White House to do that. I'll rent the bus so the whole caucus can go."

White House aides said they are developing contingency plans for next year, aimed at shoring up the economy, if necessary, and perhaps at sweetening voters' sour mood about their finances. The nature and extent of administration proposals depend in part on whether the economy weakens as some experts predict, but two possible prescriptions could include new health-care proposals and Mr. Bush's trademark tax cuts.

The president said his administration will "consider all options" to stimulate the economy. He urged Wall Street banks to record all losses relating to the housing crisis immediately. To tighten wasteful government spending, he said his administration would consider options for overriding some congressional "earmarks."

Democrats say many Republican successes resulted not from the popularity of their positions but from the high procedural barriers to passing legislation in the Senate. Majority Leader Harry Reid's office this week sent out a list of 62 procedural votes that Republicans had forced in the Senate, contending it is a record.

Democrats say they enacted five of their six major initiatives, including raising the minimum wage; passing energy legislation; enacting recommendations of the 9/11 commission; helping make college costs more affordable; and opening up stem-cell research. Mr. Bush vetoed the stem-cell bill, but the rest became law.

While Democrats made big concessions on their spending totals, they say they realigned priorities within those limits. They also say the children's health issue will haunt the White House in the summer when states start to run out of money. And Ms. Pelosi said Democrats would be "relentless" next year in seeking to hold the administration accountable on Iraq.

i can not speak for everybody but
i bought in east coast in 2004 for $330K. it peaked to $425K in 2006 and now it is somewhere $350K. it may go even go down to $300K

I will break even if i stay for another 3 years. (total 7 years)
If renting then : 110K in rent with no benefits for 7 years.

    Good Side:
    - Tax benefits with dual income. ( proabably $300 per month)
    - Bigger house

    Bad Side:
    Maintenance
IF i have to sell now then will be loss for me for sure so key is location and how long u stay.

Why is tax benefits such an issue:confused:. It is after all tax on interest, not on the principle. It declines every year and probably worth nothing in 10 years? For every 100K you borrow you are charged an interest of 100K for a typical loan. Rents are cheap compared to the owning a home. This is why home prices are falling. Until they reach equilibrium, housing will continue to fall. Assuming the difference is 1000$, if you rent for 7 years you will be saving 80K(approximately)- which means you pay a bigger downpayment and hence saving 80K in interest.
All these calculations are done assuming that the home price stays flat. If it falls, you gain additionally by how much if falls. Plus there is insurance, property tax.

I suggest you stop looking at national level figures if you are seeking accurate information. Look at the specific neighborhood you have mind and you may find that the situation there is not exactly what is shown on CNN.

As an example the DFW area is doing alright inspite of the gloomy picture painted by the media at the national level. Used homes will take longer to sell, but it is nowhere as bad as Florida or CA. And we are not discussing selling here anyway...we are discussing buying.

The Dallas Morning News. The housing downturn is hitting almost every neighborhood in the Dallas area. Even affluent close-in residential areas that had previously avoided declines, including the Park Cities and North Dallas, are seeing falling prices and significant drops in home sales.

And sales of high-end homes no matter where they are until recently a bright spot are sliding, too. Economists and other experts blame a large inventory of recently built speculative homes, higher interest rates for large mortgages and sellers who have not lowered unrealistically high prices.

We are definitely seeing a deterioration in sales across price ranges, said DAnn Petersen, business economist with the Federal Reserve Bank of Dallas. The high end did hold up quite well until recently.

Preowned home sales dropped 25 percent in the Park Cities. And prices were down 1 percent from a year ago the first such decline in more than five years, according to North Texas Real Estate Information Systems.

In North Dallas, sales in the first quarter were down a staggering 40 percent. Prices were also off by 1 percent from a year ago. Median home sales prices dropped by 4 percent in Far North Dallas, and sales in that area fell by 26 percent.

Sales prices fell in almost two dozen of the 46 residential districts The Dallas Morning News tracks each quarter.

Even the most blue chip neighborhoods are having some problems. I talked with a leading appraiser who said he was working on 16 or 17 foreclosures in Preston Hollow they were all builders, said longtime Dallas residential agent David Nichols. He said there are plenty of buyers out there, but with so much to look at, they are taking longer to decide on a house.

Sales of $1 million-plus homes fell by 19 percent in the first quarter in North Texas. The sharp decline follows several years of double-digit gains at the top of the local market. Sales of homes priced between $600,000 and $1 million fell by between 20 and 38 percent in the first three months of 2008 compared with the same period last year.

People who have a lot of money and are looking to buy the very expensive properties arent stupid with their money they dont like paying the higher cost and may be waiting for the market to respond, Mr. Gaines said.

Veteran Dallas appraiser D.W. Skelton isnt surprised to hear that the first-quarter preowned home sales statistics look a bit bleak. Weve seen it for a while, he said. The numbers are not as optimistic as some would lead you to believe.

Most of it is the result of builders running up values in some neighborhoods and now they have come down, Mr. Skelton said. Its more a problem of price point no matter what the location. They need to come off those prices. Their expectations were unrealistic because our market was so robust for so long.

All the publicity about so-called rescue plans to help troubled homeowners isnt having an impact so far on Dallas-Fort Worth foreclosures. The number of homes facing foreclosure in the area next month is up almost 40 percent from a year ago.

Mr. Roddy said the number of D-FW foreclosure postings is the second-highest on record. Back in February, we were over 5,000, he said. But the percentage gain this year is unbelievable when you consider that last year was unbelievable.

Almost 43,000 homes were posted for foreclosure here in 2007 a record and up 10 percent from 2006. The number of home foreclosure postings has risen by 24 percent from the first five months of 2007.

He said he doesnt expect to see much change in home foreclosures over the next 18 to 24 months.

I think Indian Governernment should report this to WTO. America is creating conditions that are discriminatory and not business friendly. India should start cutting wings of American Companies selling goods in India. IT is our product and in case US people have problems with IT professionals from outside, they don't have any right to sell the goods to my people.

Now the killing has gone mad. Apart from killing the innocent civilians, crazy war mongers started bombing schools and killing innocent school kids. Today two schools were bombed and more than 40 children have been massacred.

Its sad to see school children being brutally killed by missles and tanks. I don't understand how people could blow up innocent kids, women and men under the name of self-defence?

This world has gone crazy and there's no one questioning about this in-human atrocities committed against fellow human being.

Lets us pray for those who are going thru this hardship, and for an immediate end to this war crime.

How many more innocent civilians including children they are planning to kill?. All these so called peace loving nations blocking the UN from making a cease-fire resolution. Looks like so called freedom lovers want more innocent lives.

When Mumbai was attacked by terrorists, whole world was united and supported the victim(India). Now the same world is against the victim and encouraging more killing by not stopping the attrocities.

And look at what India is going thru. Each and every year, bomb blasts in multiple cities.

There are hundreds of polls taken in Indian cities and a majority of the people living in cities say that they are terrified. They are constantly living under the fear of the next terrorist attack.

Indians support a military action against Pakistan as they know that the state of Pakistan is involved in these terrorist activities.
And even if the state not knowing about these people does not relieve them from accountability.
So how different would it be if India initiates a military strike on Pakistan, will they guarantee that not a single innocent live will be taken?

Israelis feel much safer in their country, even after being surrounded by enemies from all side.

I am not justifying anything, I am just saying that Israel does not love to go and kill innocent people, they are not the Stalin or the Nazi clansmen.

Or are you saying that they love killing people?

Do you guys look around at all of immigration.

EB people are generally the only non immigrant to immigratn class of people who are allowed to stay in USA while they wait for greencard.

Almost all others have to wait outside USA for many years and cannot take benefit of what this country has to offer.
You are wrong - many other categories are allowed to be adjusted to the status while being in the country. For example look into latest CSR report - you will know that in year 2007, USCIS adjusted 621,047 foreign nationals to LPR status among this number EB's are only around 160K remaining or in other statuses.

You could be a phillipino brother/sister of US citizen and wait 23 years to get your number called.

You could be here from Liberia as temporary resident for the last 20 years and have to keep getting extensions for temporary status and one day it gets taken away from you.

Sorry to tell you but the way you guys define pain is not pain when it comes to most immigration matters when compares overall.

The family based immigration is important and can be very painful for some cases - like spouses and sons/daughters - and that is why congress has correctly amended laws to make these cases as exceptions (there are no numerical limits and also no country quotas). That was a correct thing to do and any wait in those relationships is much more painful. But for other categories in the family based immigration - like the cases you gave as examples (like brother and sister of a US citizen) - I dont really consider them as more painful than ours actually I dont even consider them as even comparable to ours. I dont know your case, but I came to US in late nineties with couple graduage degrees and acquired one more here - started my career here and justifiably feel that I considerably contributed to success of atleast one company which grew to 200+ people at one point. I emotionally and careerwise invested here. Now after 10+ years still no greencard and know how many career moves I had to let go becuase of this. While the decision to pursue the greencard is mine and I am not trying to blame anyone here, I dont think that our pain is less than someone who is "waiting" because his brother or sister sponsored him/her doesnt make sense (note: well I do have brother and sister and cherish those relationships but expecting a lifelong/career move based on their location of living is not there; and even if there is an expectation I wont consider that even comparable to someone living there and letting go many opportunities despite of talent just because of administrative issues).

You are right - things are getting worse - there may not be any congressional activity on this issue for sometime and if USCIS try to screw us in other ways - then its going to be a rough ride. But the EB community activism (congressional or otherwise) will actually help in at least staying things more fair towards us.

Also remember - nothing is over - as long as the original poster has followed the law and handles it he/she must be fine.

I am not so sure....OP might have followed the law to the letter but what if one of his employers did not ? As UN is repeatedly pointing out (with his CSC I140 example), OP has to contact a good attorney before replying to the request lest his app will be in peril as the contracts will suggest that the position is temporary. Being naive and hoping for the best without considering all the options by OP in my view is fraught with risks. Anyways, good luck to him.
